windows is open and you can run any software on it and there's a lot of API so that you can do anything you want with them and Microsoft doesn't regulate what you can or cannot do with your PC software
we don't use anti-malware on our Android or iOS phone and why I mean this can be hacked and by the way it is
Apple controls every piece of software that runs on our iPhone you need to go through the App Store there's no other legal way or valid way to do that and Apple decides there's many many rules that Apple has about what can every API in there on the App Store can do you cannot use it for anything you want they say what it should be used for and if you violate it they throw you out
